Finance Officer

Job Description:

Other key responsibilities include, but are not limited to the following:

  • Working closely with the project accountant, process all approved payments in line with standard practices with appropriate supporting documents
  • As part of the finance team, provide administrative and technical support to the Staff to ensure that all advances are retired, and reports are prepared and submitted on a timely basis.
  • Assist in the logistics preparation for and during workshops.
  • Filling of retired payment vouchers with supporting documents.
  • Assist with bank reconciliations, petty cash management, and cost projections.
  • Posting of daily transactions (Income & Expenditure) using accounting Package.
  • Carry out banking transactions and recording inflows from home office and payment to vendors and other stakeholders.
  • Preparation of Payment Vouchers (PVs).
  • Posting of PVs and preparation of financial reports
  • Responsible for budget tracking, bank statement reconciliation and preparation of staff payroll
  • In charge of making requisition for funds, reimbursement, and involvement in the capacity building of the Staffs on financial management
  • Ensure that all statutory remittances are paid on or before their due dates.
  • Lead the preparation of E-payments schedules for review daily.
  • Payment request reviews, requests for additional information, and ensure that payments with the Finance team
  • continue to move through the proscribed process.
  • Review transactions for cost reasonableness, allowability and allocability.
  • Keep financial records and write up financial reports.
  • Coordinate and support the finance unit management of accounting systems, policies, and procedures in
  • compliance with DAI established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’
  • rules and regulations, and legal requirements to support high-quality programs serving the project beneficiaries.
  • Prepare various periodic and ad hoc financial reports, as needed, and perform variance analyses to assist with
  • decision-making and proper management of financial resources
Qualifications and Requirements:
  • BSc. Accounting, Economics or Social Sciences
  • ICAN, CFA or ACCA Qualification
  • Frequent travel to the Kano project office is required.


  • 3 – 5 years of professional experience in an NGO environment
  • Professional proficiency in spoken and written English and strong interpersonal communication skills
  • Good working experience with Accounting package
  • Excellent working knowledge of Microsoft Office – Excel, Ms Word, PowerPoint, etc.
  • Demonstrated flexibility and openness in responding to changing work priorities and environment

Program Officer

Job Description:
  • To provide programs support and assist in the implementation and coordination of program activities during the life of the project
  • Complete and submit monthly reports using approved monitoring and evaluation templates, including success stories.
  • Facilitate the implementation of the Leadership component of the project by adequately building the capacity of the youth champions from the state to mentor adolescent champions to conduct advocacy within the intervention LGA
  • Facilitate stakeholder engagement at the LGA as required to aid the achievement of community level objectives.
  • Mentor adolescent champions in the state on leadership and advocacy skills to promote adolescent health and capacity development needs as it affects their localities
  • Work closely with the SBC team to implement the state level behaviour change component of the award
  • Support community-level demand creation team to deliver the SKILLZ United and SKILLZ Club curricula as well as other awareness generation activities, at scale and in quality, to target adolescents within the implementation communities.
  • Support to facilitate the routine capacity-building approach for multi-cadre providers who serve across spoke facilities in their timely supervision.
  • Support with the restocking of Hub and Spoke facilities with essential life-saving commodities as required by the Hub and Spoke health facilities.
  • Support the tracking and implementation of the state’s advocacy plans
  • Support with the message, tools, and materials development process for the project
  • Working closely with the Senior Technical Director to represent the project at state-led meetings such as the quarterly Reproductive Health and Adolescent Sexual Reproductive Health Technical Working Group and Project Advisory Group meetings.

  • Support the training and adherence of staff and field agents on USAID Family Planning compliance on a routine basis
  • Participate in (or support in organizing) relevant webinars with the potential to benefit the project M&E Role

  • Support the quarterly data review meetings between the demand generation and service delivery teams in the project state. .

  • Coordinate the weekly DAI bulletin write-up for the state.
  • Actively scope the Field Agents and Team members in the state to come up with high-impact success or human- interest stories on a routine basis
  • Collate Support Supervisory Visit reports from other team members and submit a single report for state.
  • Monitor program delivery for quality as assigned by STD, identify gaps and make recommendations for improvement.

  • Be a role model for the project in the community by demonstrating best practices for leadership, livelihoods, and accessing/adhering to family planning services.
  • Stand against all forms of abuse and exploitation of project participants. Report any suspicion or acts of abuse to the Chief of Party.

Qualification and Requirement:
  • Minimum of HND or First degree in health, social and behavioral sciences.
  • At least 3 – 5 years working experience of in programming and community-level implementation,
  • Experience of working with young people on sensitive topics, including family planning, sexual and reproductive health, gender-based violence, etc.
  • Experience in monitoring and ,evaluating or capturing learning for projects
  • Ability to communicate in local language preferred by young people.
  • Good organizational and planning skills
  • Ability to write concise, analytical, and accurate reports to meet agreed-on time lines
  • Excellent oral and written communications skills in English
  • Good negotiation and interpersonal skills, ability to relate well and build a rapport with a diverse range of people.

Job Description:
  • In coordination with the Finance, Operations, Administration, and Programs ensure that procurement practices comply with the project’s DAI’s Field office Policy and Procedures Manual and USAID rules and regulations.
  • Manage the overall day-to-day procurement process. Prepare requests for quotations and proposals, conduct bid evaluation, prepare price analysis, and conduct due diligence (reference checks and site visits) and draft purchase orders in support of the procurement of goods and services for the project.
  • Assist in preparing the annual procurement plan with support from the COP/HO, operations, finance, and technical Staff;
  • Work closely with the project technical teams and provide procurement guidance and assistance to activity trainings, events, and meetings that will require the rental of venues or hotels, catering services, transportation services and procurement of stationery and supplies.
  • Manage a procurement filing system and ensure that the minimum documentation referenced in the procurement threshold table is in each procurement file.
  • Take the lead in developing the DAI’s overall strategic procurement planning, implementation framework, and review of the departmental goals and objectives to ensure they fit into each of the project’s Key Performance Indicators (KPIs).
  • Provide support with the procurement of goods and services that will support implementing the DAI programs for the uninterrupted service delivery.
  • Develop and manage requests for information (RFI), request for proposal (RFP), and request for quotation (RFQ) that will support the management of technical procurement of goods and services for DAI.
  • Estimate and establish cost parameters and budgets for purchases in line with the annual budget for each of the projects implemented by DAI
  • Support the development of appropriate sourcing strategies to enable the project to obtain the best value for resources committed to project activities.
  • Develop and manage relationships with vendors (including performing relevant assessment and due diligence) to ensure that procurement of goods and services are of the highest quality that meets USAID and DAI regulations.
  • Make professional decisions in a fast-paced environment; Maintain records of purchases, pricing, and other essential data Review and analyze all vendors/suppliers, supply, and price options.
  • Develop plans for purchasing equipment, services, and supplies and negotiate the best deal for pricing and supply contracts while ensuring that the products and supplies are high quality.
  • Support the development and regular reporting on key performance indicators to demonstrate the project achievements in support of technical procurement services.
  • Prepare and submit monthly funds forecast for procurement needs to the Finance Lead.
  • Demonstrates maturity, dependability, integrity, and initiative to learn competencies and skills required for the job assignment.
  • Contributes positively to a work environment that emphasizes teamwork, respect for differences, and accepting, and giving constructive feedback.

  • ensure vendor invoices are accurate before submitting for payment.
  • Coordinate market research in Lagos and Kano state, Nigeria, to verify availability and pricing for goods and services required by the project.
  • Support project budget revisions by providing estimated pricing for goods and services.
Qualification and Requirement:

Master’s degree in a field relevant to Business Administration, Accounting, Social Sciences, or another related field.

Skills and Experience

  • A minimum of 5-7 years of procurement management experience in Nigeria, including with USAID-funded programs.
  • Demonstrated understanding and experience in the competitive procurement of goods and services required
  • (experience in the administration of subcontracts and purchase orders strongly preferred);
  • Experience drafting and tracking an annual procurement plan.
  • Proven experience maintaining a file system for procurements and ensuring that the minimum documentation referenced in the procurement threshold is in each procurement file and fully compliant with USAID regulations.
  • Experience using computers and software at work and proficiency with MS Word and MS Excel;
  • Minimum 3 years’ experience in developing technical proposals and managing complex procurement of goods and services.
  • Previous experience working on US Government funded projects is highly preferred.
  • Proactive, with a positive problem-solving approach and attention to detail.
  • Strong training, communications, and personnel management skills.
  • Previous supervisory experience is highly preferred.
  • Ability to work independently and within a team in a challenging work environment.

Subaward Manager

Job Description:
  • Review and process sub-recipient financial reports against budgets, including validating expenditures through a sampled review of supporting documentation, identifying internal control weaknesses and disallowed or questioned costs, and preparing financial report review checklists and management letters
  • Conduct sub-award monitoring site visits, and update risk-based sub-award monitoring and capacity-building plans regularly
  • Implement sub-award management tools, templates, methods; and processes developed by DAI’s HO Contracts unit
  • Collect and file essential sub-award documentation (e.g., pre-award assessments, selection & negotiation memos, reports, site visits reports, monitoring plans, financial report review checklists, management letters, essential email communications, pre-closeout letters, modifications, etc.)
  • Coordinate closely with the SOCDS, Program Management and HO teams to confirm the documented correlation between sub-recipient financial expenditures and sub-recipient programmatic reporting

Liaise with Financial Lead and Program Management team to confirm reconciliation of sub-recipient actual expenditures compared with advance payments and clearing of cash balances.
Subaward Management

  • Establish and maintain subaward management system, tools and templates.
  • Monitor, verify and evaluate sub awardee performance: review, evaluate, verify and provide feedback on sub awardees monthly financial and technical reports to ensure accuracy, completeness and timeliness
  • Acts as point of contact for YPE4AH DAI’s subrecipients for day-to-day subaward administration.
  • Receives sub awardee financial and program reports and tracks deliverables of sub awardees; regularly sends reporting and indicator support data to the donor.
  • In coordination with YPE4AH DAI finance team, facilitates payments for sub-awardees in accordance with the DAI and other relevant USAID guidelines; based on verification of the reliability, accuracy, and integrity of subaward recipients’ payment requests to DAI.
  • Works closely with the technical and management Staff of YPE4AH DAI Project in Nigeria to share information
  • about sub-awardees and ensure efforts and communication to sub awardees occur in coordination.
  • Tracks sub-awardees cost share, tests and verifies that cost share reported meets the requirements in 2 CFR 200; including ensuring adequate support documentation, proper valuation, and incurrence for the subaward activity.

Compliance Management

  • Ensure that all activities conducted by sub-awardees are in accordance with terms of the subaward agreement with DAI and applicable USAID guidelines; ensure that sub-awardees comply with all USAID reporting
  • requirements; conduct regular site visits, draft summary findings and memos; including corrective action plans.
  • Verify and ensure that sub-awardee accounting system, financial reporting, and systems of internal controls comply to applicable accounting and financial reporting standards.
  • Adapt and implement procedures and templates to be used for formulating, negotiating, executing, monitoring, and closing subawards according to DAI subaward management policies, SoPs, and USAID regulations.

Collaborate with USAID, DAI and Consortium Partners to ensure program activities are implemented in accordance with USAID procedures and regulations.
Capacity Building

  • Work closely with the SOCDS to conduct periodic capacity assessments of the sub-awardee management and operations structures.
  • Work closely with the SOCDS to identify gaps in capacity and actively support sub-awardee management of corrective actions.
  • Work closely with the SOCDS to provide guidance and mentoring to key sub-awardee Staff in finance and operations in the areas of internal control reinforcements, financial management and reporting of USAID funds.
  • Share DAI policy & procedures examples for adoption where similar policies/procedures are non-existent.
  • Support with the review of financial/procurement/inventory systems in place and provide support in the adoption of affordable robust management systems that will be fit for purpose
  • Support with conducting educational, community-based skills training programs and capacity building activities on proposal preparation, financial monitoring, strategic planning, and other topics for subaward recipients.
  • Assist the sub-awardees with monitoring progress, tracking expenses and preparing financial reports. Risk Management; including Fraud Prevention
  • Maintain and update the DAI Risk Register; a dynamic risk management tool, to capture, prioritize, and mitigate project-specific and operational environment risks; and submit to the SODCS and team for review and update each month.
  • Maintain an updated Risk Register for DAI YPE4AH, supporting management in consolidating key risks and ensuring that these risks are mitigated timely
  • Responsible for verification and assurance that subaward recipients’ financial and program records and reports are based on verifiable data and support documents; including ensuring that costs incurred and reported to DAI are in accordance with cost principles applicable to the sub-award.
Qualification and Requirement:
  • At least 5 – 7 years of experience in sub-award management, financial/operational systems design, implementation, and review, sub awards and program compliance management, and capacity building with
  • international development organizations with global reach, not-for-profit organizations or other large non- governmental development partners.
  • Good knowledge working on USAID-supported projects, including experience managing sub-awards according to USAID regulations and procedures.
  • Experience with Nigerian regulatory agency statutory requirements for non -governmental organizations.
  • Experience working with and providing technical assistance to NGOs and/or local organizations in accounting systems, financial management and reporting, internal controls and compliance systems design, implementation
  • and review, and capacity building in other functional areas such as Human Resources, Policies & SoPs development.
  • Knowledge of donor regulations, including U.S Government grant rules and regulations (USAID)
  • Experience conducting trainings and other capacity-building work one-on-one with larger audiences.

Previous supervisory experience
